The Telecom Regulatory Authority of India (TRAI) on Monday recommended that Aadhaar based e-KYC (know your customer) should be permitted for outstation customers at any place within the service area. It has also suggested verification of existing mobile subscribers through Aadhaar based e-KYC and said free talk-time or data could be offered by operators as incentives to facilitate the process.

TRAI has proposed these suggestions to Department of Telecom (DoT) in its latest recommendations. “DoT may work with telecom service providers (TSPs) to evolve a framework to verify the existing mobile subscribers through Aadhaar based e-KYC services in a phased manner and within a defined time-frame. However, this process should be optional to the service providers as well as mobile subscribers,” TRAI said. It said the subscribers may have to be given some sops in terms of free talk-time or data to encourage them to undergo the e-KYC process.

“The Authority also recommends that once a licensee completes its verification process through e-KYC, it may be permitted to remove the existing papers stored in office/ warehouse, so that there is no duplication of work,” it said.

This will also save the cost of storage/retrieval and avoid the possibility of physical hazards like fire, TRAI said.It said Aadhaar linked e-KYC service provides a robust mechanism to verify the identity of the person electronically and instantaneously from the source itself, based on the biometrics of the person.
