Mavalli Shankar, State secretary, Karnataka Dalit Sangharsh Samiti (DSS), has said that the recommendation of the Sadashiva panel for internal reservation among Scheduled Castes was unscientific.
He told presspersons here on Sunday that the panel prepared the report sitting in Bangalore instead of undertaking field studies across the State.
Mr. Shankar, however, clarified that his organisation was in favour of internal reservation.
Criticism“A constructive criticism of the Sadashiva report does not necessarily mean opposing internal reservation among communities categorised as Scheduled Castes. We are for internal reservation. However, it should be based on scientific and objective study,” he said.
Mr. Shankar welcomed the State government’s decision to conduct a caste-based census, saying that such a survey would give a better picture of the numerical strength of each community in the State and enable the policy makers to formulate feasible polices and design better developmental programmes.
“The former chairman of the Karnataka Backward Classes Commission C.S. Dwarakanath had put serious efforts for conducting a caste-based census. However, he could not materialise it. Now the present State government has decided to go with the idea. Such a census will give an objective picture about the size of each community in the State and help the government to fix the reservation polices,” he said.
Mr. Shankar said his organisation would celebrate the 76th birth anniversary of the late B. Krishnappa, founder of DSS, on Monday at Pundit Siddarama Jambaladinni Auditorium in Raichur.
The former chairman of Kannada Pustaka Pradhikara, S.G. Siddaramaiah, would inaugurate it.
Indira Krishnappa, chairman of B. Krishnappa Trust would release the manifesto and constitution of the DSS. Writers Allamaprabhu Bettadur, Rudrappa Hanagawadi, Babu Bandarigal, Jayadevi Gayakwad would be present.
Book releaseWriters Jambanna Amarachinta and Chennanna Walikar and social activist Gangamma would be felicitated. Arivina Hadu and Avala Hejjeya Haadi Hididu written by Rudrappa Hanagawadi and Indira Krishnappa respectively would be released. DSS website would also be unveiled.
“Issues such as impact of globalisation on Indian economy and culture, unemployment and others will be deliberated at the event,” he added.
