Lays down guidelines for Commissioner for Entrance Examinations to carry out allotment

Elaborating on its earlier order asking the Commissioner for Entrance Examinations (CEE) to allot/admit students to all seats in private self-financing medical colleges in the State, the government on Tuesday issued a fresh order laying down terms and conditions for the CEE to carry out such allotment/admission.

As per the government order (GO) issued on Tuesday, the CEE shall allot candidates to 50 per cent of all MBBS seats in colleges from the rank list of the Kerala medical entrance examination 2016 in accordance with merit and reservation principles of the government.

Of the remaining 50 per cent seats, the CEE shall make allotments to 35 per cent seats (management seats) from the NEET rank list. The CEE shall also allot candidates to the remaining 15 per cent (NRI) seats from the NEET rank list based on merit and eligibility conditions stipulated in the GO (Ms) No. 34/2013/H&FWD dated February 5, 2013.

The CEE shall furnish the list of candidates to be admitted in a college and the management concerned shall admit such candidates in the list. In colleges having minority status, 30 per cent of the 50 per cent merit seats (15 seats out of every 100) shall be filled up by the CEE from the KEAM rank list by students who belong to the minority community which established the college, based on their inter-se merit. For allotment under these categories, every college shall inform the CEE of the community/criteria for eligibility, documents to be submitted and details of the authority issuing certificates on or before August 27.

Fee structure

In the case of colleges under the Kerala Christian Professional College Management Federation, the annual tuition fee payable by all students other than those admitted in the NRI quota would be Rs.4,40,000. The annual fee payable by NRI quota students would be Rs.12 lakh.

Colleges under the federation would set apart Rs.44,00,000 (forty four lakh) for 100 students for the academic year 2016-17 to be provided as scholarship in the form of tuition fee waiver for students from BPL families, other financially poor, and the marginalised, the criteria for which shall be specified by the government.

The said money would be kept as a separate fund by the managements. However, if the number of candidates admitted in any batch is less than 100, the said sum would be proportionately reduced. The scholarship amount can be apportioned among the BPL and other eligible candidates in the proportion decided by the government as per GO(Rt) No. 3498/2012/H&FWD dated October 20, 2012.

The beneficiaries of the scheme would be confined to those allotted by the CEE from the Kerala medical rank list 2016. Any excess money would be pooled in a scholarship fund for assisting students from the BPL families and economically poor families in the subsequent years.

In the case of the Academy of Medical Sciences, Pariyaram, Kannur, and other private self-financing medical colleges and private/deemed universities , the fee for all categories of seats would be fixed by the government later.
