The Kerala Public Service Commission (PSC) is seriously contemplating to substitute the annual recruitment to uniformed forces with a need-based selection system.
The commission is also planning to reduce the frequency of the notifications issued for various posts in this category. Annual recruitment to the uniformed forces was mooted for increasing the efficacy of the police, excise and such others wings by consistently infusing young blood. Delay in filling up vacancies earlier had prompted the government to explore the annual recruitment option.
According to commission sources, a notification for selecting sub inspectors was published in 2007 and the selection process was finalised in 2013. But following a high-level meeting between Home Minister Ramesh Chennithala and the commission members, it was resolved to notify the posts of sub inspectors, women police constables, women excise constables, and such others for annual selection.
Thus a new list was published within a year. The expenditure incurred for preparing the list of sub inspectors alone has been pegged at Rs.1,96,87,464. During the discussions, the government had offered to provide adequate funds for meeting the additional expenditure incurred for expediting the selection process, but the commitment was not honoured.
Moreover, the Finance Department had accused the commission of surpassing its expenditure limits and re-appropriating funds without prior permission.
This has forced the commission to adopt a series of austerity measures too. A sub committee of the commission which looked into the financial transactions has suggested certain economy measures.
The committee found that no appointment has been made so far from the rank list of sub inspectors prepared in haste following government request.
As part of a slew of economy measures suggested, it wanted the commission to avoid the hike in expenditure and has recommended to reduce the frequency of issuing notifications for various posts in the uniformed forces.
