Mohanty appears in court

A Division Bench of the Andhra Pradesh High Court comprising Justices L Narasimha Reddy and S.V. Bhatt on Tuesday expressed its unhappiness to Chief Secretary P.K. Mohanty who was present in the court as per the directions of the court.

He was appearing in person to explain how assurance given to the court earlier in respect of creating ex-cadre posts in the rank of Chief Secretary were violated.

Contempt petition

It may be recalled that a contempt petition was filed by Md. Shafiquzzaman, retired IAS officer, who complained that the State government had assured that it would not promote anyone beyond its powers to create ex-cadre posts.

He pointed out that the assurance was flouted.

The Bench on Tuesday said that the officer who is holding the highest civil post could not have acted like this and this will send a wrong signal.

‘Court left with no choice’

The Bench said that the court did not enjoy summoning officials to court, but was left with no choice when there is brazen violation.

The presence of the officer for next hearing was dispensed and the officer was asked to file a detailed counter affidavit by ten days.
