The Delhi High Court has directed the Delhi and District Cricket Association (DDCA) to appoint a full-time CEO with clearly defined powers to administer its day-to-day affairs.
“The DDCA shall ensure that a full-time CEO is appointed to carry out day-to-day administration, with his powers clearly demarcated,” a Bench of Justices S. Ravindra Bhat and Deepa Sharma said.
Mudgal suggestions
The court gave the direction by accepting the suggestion made by Justice (Retd) Mukul Mudgal, “professionalism is brought in by introducing a CEO with strong credentials assisted by a team of managers to handle non-cricketing affairs”.
“The office bearers, executive committee members and the sports working committee members of the DDCA should be concerned about improving cricket facilities in Delhi. It is advisable that the DDCA have a full-time CEO who independently looks after the administration and financial aspects of the outfit to ensure continuity and smooth functioning,” Justice Mudgal had said in his 28-page report placed before the High Court in July 2016.
The Bench also directed the DDCA “to appropriately amend Article 38 of its Articles of Association, to include the nominee of the Chief Controller of Accounts for the NCT of Delhi”.
The HC said so in its judgement by which it appointed Justice Vikramajit Sen as the administrator of the DDCA to regulate its functioning.
Proxy system abolished
The court also adopted various recommendations made by Justice Mudgal while he was the DDCA administrator.
The one major change being the abolishment of the proxy system, which he called the “bane” of Delhi cricket.
