New Delhi, June 16 : A court here has issued notice to former Controller General of Accounts M.J. Joseph while hearing a plea filed by former bureaucrat Vilas R. Ghodeswar who has sought action against him, court sources said on Friday.

Special Judge Virender Kumar Goyal last week issued notice to Joseph asking him to file reply on the plea by August 8.

The court was hearing a revision plea filed by Ghodeswar seeking proceeding against Joseph under offences dealing with criminal misconduct.

Ghodeswar has challenged a magisterial court order who has dismissed his plea seeking proceeding against ex-CGA.

He has accused Joseph of harassing him by not giving vigilance clearance.

Ghodeswar's counsel A. K. Gautam told court that due to whimsical working of Joseph, his client was harassed and did nor retire honourably on November 30, 2016 due to denial of vigilance.

Joseph was working as CGA from May 13 2015 to December 31 2016 while Ghodeswar retired on November 30, 2016 as Chief Controller of Accounts, Labour and Employment.

Ghodeswar's vigilance was granted by new CGA on January 24, 2017 without there being any change in the facts.

His counsel said that Joseph did not have jurisdiction to deal the vigilance matter of Ghodeswar but still he denied vigilance clearance to him.
