CCPA recommends reconvening RS from Apri 23 to May 13

The Cabinet Committee on Parliamentary Affairs on Tuesday recommended reconvening the Rajya Sabha from April 23 to May 13. Even though the Lok Sabha passed the Land Acquisition Bill with nine amendments on March 9, it is yet to be take up in the Upper House.The Upper House was prorogued in March to allow the Centre repromulgate the controversial land ordinance.The Budget session of Rajya Sabha was cut short on March 28 as the House was prorogued to pave the way for re-promulgation of the Land Acquisition Ordinance. The Upper House of Parliament was in the midst of Budget session and it went into recess from March 20.The bill on Land Acquisition, which provides for amending the Act of 2013, was passed by Lok Sabha during the first half of the session but it got stuck due to opposition in Rajya Sabha where ruling NDA is woefully short of numbers.Under the Constitution, at least one of the Houses has to be prorogued to enable the government to issue an Ordinance. The Land Acquisition Ordinance, which was promulgated in December 2014, was to lapse on April 5 because it could not be converted into a bill and passed by Parliament.The Ordinance was reissued on April 3 and carried the nine official amendments to the earlier Ordinance agreed to by the government in Lok Sabha.(With additional information from PTI)
