The Election Commission, Singh tweeted, was “limiting objections to EVMs to hacking. It must allow examination of (the) possibility of software tampering at (the) stage of writing it from the server.

“There is a strong possibility of tampering coding at the stage of writing software, ie, EVMs can be pre-tampered. So no need for hacking,” he said.

The Congress and several other parties have alleged hacking of EVMs after their poor performance in Assembly elections in five states and several urban and local bodies elections in the last few months.

Last week, a delgation of Opposition parties led by Congress President Sonia Gandhi even submitted a memorandum to President Pranav Mukherjee on the issue. Meanwhile, the EC has thrown an open challenge in May asking people to try to hack the EVMs.

“EC must devise a way of supervision by political parties at the (time) of coding software to EVMs. Like it does at subsequent stages. Would they?”
