DDCA asks Justice Mudgal to oversee World T20 matches; BCCI official says games to stay in Delhi

The Delhi and District Cricket Association (DDCA), on Tuesday, requested Justice Mukul Mudgal to oversee the conduct of the ICC World T20 matches in New Delhi soon after withdrawing its application in the Delhi High Court with the hope of getting 'Final Occupancy Certificate' of Ferozeshah Kotla Ground in the next 20 days.

This move has come with the belief that it will help under-probe DDCA get a positive hearing in the Board of Control for Cricket in India (BCCI).

Within an hour of receiving an email from DDCA, a top source in the BCCI has told dna that "matches in the capital city would go ahead as per the original schedule".

"It's impossible to think that India's most important city would be deprived of such important World Cup matches. Also, the way DDCA has tried to fulfil necessary conditions in the last few days, cricket fans should rest assured that Delhi will host all games," said a senior BCCI official.

Earlier, it was soon after stepping out of the HC premises on Tuesday evening that Chetan Chauhan & Co. apprised Justice Mudgal and also invited him to oversee the administration of all World T20 matches. It was only after talking to Justice Mudgal that DDCA sent an email to BCCI regarding the situation after withdrawing the case.

DDCA was hoping for a quick positive response from the BCCI but no communication was received till late on Tuesday.

Though the BCCI official gave a go ahead to Delhi matches, he failed to answer doubts "whether the Board was ready to risk ICC matches in Delhi given Kotla's past record and ongoing investigations, including the Central Bureau of Investigation".

BCCI and DDCA shouldn't forget what the HC had to say in the end. It said: "If the work is not completed, then no occupancy certificate will be given to the DDCA and no matches will be allowed. After 20 days, you should not come and say the SDMC are illegally withholding the occupancy certificate or say you need any modification in the earlier order. It should not happen. BCCI will have to take the risk whatever is going on in the matter."

Another reason for BCCI to give green signal to Delhi was also that there's hardly any time to take a call because the on-line commencement of ticket sales, which was to start on February 9 had to be postponed.

More problems to DDCA 
The day started on a hectic note for DDCA as Delhi HC took up Bishan Singh Bedi-led former cricketers' plea of time-bound investigation of corruption charges. Though DDCA might claim it came out victorious from HC premises, the court's direction to CBI that "it should take both Justice Mudgal and DDCA's internal audit report into consideration could well be the last thing DDCA was hoping to happen".

And, it was in the post-lunch session that HC took up DDCA's matter where SDMC counsel Gaurang Kanth informed that "DDCA can comply with the demands and improve the safety features inside the Kotla stadium within the next 20 days, the corporation will have no problem in issuing it the 'Final Occupancy Certificate' for the World T20".

DDCA, on its part, informed the two judge bench of Justices S. Muralidhar and Vibhu Bakhru that the DDCA will also deposit Rs 50 lakh as security amount with the SDMC to correct the violations at the Kotla stadium, failing which the security will stand forfeited.

This, after the DDCA withdrew its application after both parties consented to resolve the matter outside the court.
