Justice Mudgal, who had earlier headed a panel and probed into the 2013 IPL betting and spot-fixing case, had found Gurunath Meiyappan, son-in-law of former BCCI president N Srinivasan, and Raj Kundra, formerly co-owner of Rajasthan Royals, guilty of involving into cricket betting during 2013 IPL matches.
After the Supreme Court-appointed Special Investigating Team's (SIT) report stating that cricket betting is one of the key sources of black money generation, Justice Mukul Mudgal, former Chief Justice of Punjab and Haryana High Court, said betting should be legalised to prevent transaction of huge amount of black money in cricket betting.
Talking to dna, Justice Mudgal said, "The government should seriously consider to legalise the issue of betting to stop generation of black money in the cricket betting."

"When horse racing is legal in India. Why can't betting in sports be legalised? At present, there is no specific law and the government should hold discussions with the stake holders to legalise the issue" Justice Mudgal said.
The persons involved in betting are booked under various sections – 420 (cheating) and 409 (criminal breach of trust) of the IPC.
SIT was set up by the top court comprising two of its retired judges – Justice MB Shah, the chairman and Justice Arijit Passayat, vice-chairman – to look into the issues related to black money and has referred to a FICCI report on betting in sports and said "large amount of black money is transacted every year and it goes beyond Rs 3 lakh crore. This required to be controlled."
Earlier, in a paper submitted to the sports ministry, Federation of Indian Chambers of Commerce and Industry (FICCI) had called for legalising and regulating sports betting in India. It had said approximately Rs. 300,000 crore in black money was being used for betting in the country every year.
