The feature, which is still being tested, is part of a new build for the Chrome OS.

For Chromebook users, the only ways to lock their device was with their Google account password or a paired smartphone unlock. Now, there’s a third option.
In a recent post on Google+, developer Francois Beaufort described a new PIN unlock feature for Chromebook.
"All you have to do is enable the flag chrome://flags/#quick-unlock-pin, restart Chrome, and go to Chrome Material Design settings page for now to set up your Lock Screen PIN in the new "Screen Lock" section. When it's done, lock your screen with + L and enjoy the new unlock experience!"
Beaufort does mention however that the feature is still in the testing phase, but seems to be working properly for now.
According to reports, the PIN is only to unlock the device on the lock screen, for convenience sake. It won’t replace the full Google account password required when you startup the device.
