By appointing a separate head for the Economic Offences Wing (EOW) of the Mumbai police, the Maharashtra government has made its intention very clear – the Maximum city should have minimum white collar criminals, making the task for the newly appointed joint commissioner of police Dhananjay Kamlakar a tough one. Kamlakar will be the first inspector general (IG) rank officer to head a specialised unit that looks into fraud cases worth over Rs3 crore.

The city's EOW was, till now, under the Mumbai crime branch, with the deputy inspector general (DIG) rank officer in charge of the unit directly reporting to the joint commissioner of police (crime).

A highly placed source in the Maharashtra police said: "With the creation of joint commissioner of police post for EOW, and separating it from the crime branch, the BJP led government has made it clear that the force will now come down heavily on white collar criminals."

He added: "Earlier, with the joint commissioner of police (crime) being the in charge of the EOW as well, the decision making process used to get delayed, as he needed to address a number of other priorities." Now, with the EOW having a separate chief, quick action can be expected, added the source.

In the last few years, the graph of white collar crime and the amount of money involved in it has risen considerably. The EOW has been involved in the investigation of multi crore rackets like the Rs5,600 crore National Spot Exchange Limited (NSEL) scam, Rs425 crore Qnet scam and Rs300 crore SIES scam.

According to data available with the Mumbai police, a total of 105 cases were registered with the EOW in 2014, which involved property worth Rs2,100 crore.

Year Cases Property involved

2013 181 Rs 8,142.3 crore

2012 126 Rs 1,158.5 crore

2011 120 Rs 8,729.8 crore
