Suspended NMMC official's computer under ACB scanner

The Anti-Corruption Bureau (ACB) has seized the personal computer of Prakash Kulkarni, suspended deputy municipal commissioner (property tax and assessor and collector) of Navi Mumbai Municipal Corporation (NMMC).

It is alleged that Kulkarni used his PC for allegedly tampering with the computer-generated tax system that caused revenue losses to the civic body to the tune of around Rs 681.65 crore.

The ACB has also issued a notice to Kulkarni to appear before it for questioning.

The Thane unit of ACB had on January 25 booked Kulkarni, accountant Dinesh Gawari and computer operator Kishore Dhole under sections of the Prevention of Corruption Act, and 120B (criminal conspiracy), 420 (cheating), 467 (forgery of valuable security) and 471 (sing as genuine a forged document or electronic record) of the Indian Penal Code.

"We have served a notice to Kulkarni under section 41A of the Code Criminal Procedure to be present before the ACB team. He will be asked to explain the full account of all his properties and belongings. The family owns several properties including a theatre and few companies. Kulkarni's role as property assessor of the civic body will be investigated, including any other, apart from Gawari and Dhole involved in the case. The team has conducted searches in nine places. We have seized the computer Kulkarni used to manipulate data," said a source.

According to ACB, NMMC chief Tukaram Mundhe had in May 2016 suspended Kulkarni on charges of administrative irregularities.

In September 2016, he handed over the case to ACB for an open inquiry after he found that the computer-generated tax system was tampered with.

It was discovered that Gawari and Dhole were also involved, and suspended.

"Kulkarni was part of NMMC's property tax department for 20 years and was responsible for the generation and distribution of property tax for 3.07 lakh properties under NMMC's jurisdiction every six months. Kulkarni, along with Gawari and Dhole, allegedly tampered with the computerised tax system in such a manner that it did not print the bills of 3,301 under-construction properties and ensured that the names of the property holders did not appear on the defaulter's list," an ACB officer alleged on condition of anonymity.
