Like the engineering and medical streams, the civil services are becoming an increasingly attractive option for the students from the state. A rising number of candidates are appearing for the Common Entrance Test to get selected in the State Institute for Administrative Careers (SIAC). If the number of candidates appearing for SIAC-CET was 3,500 in 2013, then it has increased to 6,500 in 2014 and 7,500 in 2015. This rising trend is complemented by the fact that since 2010, increasing numbers of candidates from SIAC are getting selected in the Union Public Service Commission.

SIAC encourages and trains graduates who seek a career in the higher public services. Those candidates who are selected for training with SIAC- the training lasts 11 months- are provided a stipend by the state government. There is also a hostel facility for the students residing out of Mumbai, and admissions to the hostel are made on merit basis. There is a library, reading room, internet access, classes of general studies/aptitude test and all optional subject for the civil services main examination.

Dr. M.B.Bhide, SIAC director, said, "There is intense competition to get admission in SIAC, which has 120 seats in all. Earlier, the number used to be less of aspirants clearing UPSC. But now the numbers of aspirants trained from SIAC who cleared their UPSC exams have increased. From 2012 till 2014, 37 aspirants each year from SIAC have cleared their UPSC exam. First-year degree students from elite colleges like St. Xavier's and Ramnarain Ruia college have started enquiring with us about UPSC preparation. One needs to work not just harder, but to give one's all to crack this exam. The target of the aspirant should be scoring one mark extra from each question than other students. Most of the time candidates score less in essay writing and personality test."

He added, "The number of aspirants taking CET to get admission in SIAC has also increased. There is a massive jump from 2010 of aspirants from Maharashtra clearing their UPSC examination. I have observed that the aspirants from engineering and medicine fields are more likely to attempt this examination."

Candidates from any stream can appear for the UPSC examination. There are six institutes run by the government, including SIAC, which prepare aspirants for the UPSC exam.

Some of the well-known officers who took training from SIAC are late Hemant Karkare, IPS officer, Sadanand Date, IPS officer, and Bhushan Gagrani, IAS.
