Property valuations soon to be put online

To ensure transparency and plug leakages in the collection of stamp duty, the department of registration and stamps is working on shifting the process of property valuations online and putting it out in the public domain.

"We will launch an online module for the valuation of property by the people. They will be able to do this on their own instead of depending on middlemen," Dr Ramaswami N, inspector general of Registration and Controller of Stamps, told dna. He added that this would reduce discretion and corruption while ensuring transparency. The online module will also do away with the necessity for people to approach officials for valuations.

Valuation is the process of determining the true market value of a property for arriving at the stamp duty to be paid for registration. This covers documents where stamp duty is paid on the market value of the document like in sale and purchase, conveyance, development agreements and lease. The department plans to ensure that the valuation of all documents is done online, up from the present system where just around half of the documents are covered.

"Valuation of stamp duty will be put online and in the public domain… we will ensure that this is done internally before rolling it out for the people," said a senior official from the department.

"Around 60-70% of the valuation guidelines have been put up online. Development of the remaining modules is underway. We will ensure that the revision of these guidelines is also reflected immediately," he added.

"There are some documents which are complicated and, hence, their valuation cannot be done online now in the present system as these formulae have not been integrated in it. Hence, we have asked for the valuation for such documents to be done manually and the document explaining how the figure was calculated to be attached with the papers to be registered," the official said. This will make the process scientific, plug leakages of revenue and reduce discretion.

In Mumbai, 2,46,462 documents were registered in 2015-16, up from 2,41,325 the previous financial year.

The department began computerising the registration process in 2002 by introducing the 'Sarita' software. In 2012, it brought in the advanced 'iSarita', which provided facilities like online booking of slots, payments and e-search.

Ramaswami said linking of the e-registration of documents like leave and licences with the digital locker scheme had been completed and would soon be launched officially.

The Aadhaar-linked DigiLocker, which is a part of prime minister Narendra Modi's ambitious Digital India scheme, will enable people to safekeep their documents, like those related to addresses, identity, education and property, in a paperless format in the repository's free storage space. The cloud-based system would enable people and agencies to push these documents into the locker and share the same electronically.
