Property tax income to double with GIS mapping

With the state cabinet giving its nod for GIS mapping of seven million properties in 380 local bodies in the state, the state government would be doubling its property tax income.

The nod was given for GIS mapping of all properties falling under the jurisdiction of class C and D municipalities in the state. There are 27 municipal corporations and over 350 municipal councils. Barring big cities like Mumbai, Pune and Nagpur, the decision will apply to all smaller municipalities.

Urban development department officials have said that there are 30 to 40 per cent of properties not in the property tax net. They are either shown to have a lesser area, or by paying the tax by hiding the premisis' utilisation of being rented out for commercial purposes. Union government has asked the state government to bring 90 per cent of the properties under GIS mapping and it is one of the criteria for availing the benefits of Central schemes.

The planning department has already given the task of providing maps to Maharashtra Remote Sensing Application Centre (MRSAC) for various Government departments. MRSAC would be the nodal agency providing maps after which every property would get one georeferencing code. Local bodies would need to go in for processing the maps and developing mobile applications for property tax recovery by preparing a database of properties within its jurisdiction. The process involves satellite mapping, software, mobile app, and a 360-degree survey, and would cost around Rs 290 crores.
