Phase two hearing held for NAINA

The second phase of hearing on objections and suggestions on the pilot project of development of 23 villages in Panvel tehsil, falling under Navi Mumbai Airport Influence Notified Area (NAINA), was held in Belapur on Thursday and Friday. A total of 143 applicants were invited for the hearing from around 18 villages.

This time Cidco, which is also the special planning agency for NAINA, put up a notice in Marathi on its website. Earlier, the villagers had raised objections to Cidco's practice of putting all the information in English language as most of them are not educated.

In phase two, villagers and developers, who had separate issues, were called for hearing and applicants from 18 villages raised their problems in front of officials. Whereas, developers raised issues which were not part of the Draft Interim Development Plan.

Villagers who turned up have their lands earmarked for public utility purpose such as park, playground, community centre, growth centre, recreational space, reserved forest, public health centre, daily market, police station, STP, among others. However, they claimed that their lands have been intentionally marked for public utility purpose, while developers' land has not been touched. But, Cidco officials present refuted this claim.

Earlier, the three-day hearing rocked with a protest as villagers sought more clarification. After the submission of suggestions and objections on NAINA, a hearing committee, comprising three members nominated by the state government and three members from planning agency, called persons who have filed their suggestions and objections for a personal hearing. It is part of the development plan, which is mandatory, as the issue of stakeholders must be addressed.

The state-nominated committee looks into the merit of objections and suggestions and accordingly sends a report to the state government, which will take the final decision. Then, the planning agency, with the recommendation of the state government makes necessary changes. The date for third phase of hearing will be announced soon, where remaining 1,070 applicants will be called.
