Panel system likely for civic polls

The chief minister had asked a committee under parliamentary affairs minister Girish Bapat to submit a report on the same. Bapat is believed to have submitted his report to the CM.

The municipal corporation elections, due in February 2017, would be held under a panel system, with either two wards being clubbed together to form a panel or with four wards clubbed together for the same. It is likely that an ordinance to this effect would be brought out soon. But, it would not be applicable to the Brihanmumbai Corporation (BMC) elections, which would be held in Mumbai as per the present ward system.

Many municipal corporations — including Aurangabad, Pune, Thane, Nagpur, Nashik, Latur, Pimpri-Chinchwad, Solapur and Amravati — are going for polls in February 2017. Delegations from various parties are meeting government officials as well as chief minister Devendra Fadnavis in regard to the proposed panel system of voting. An official in Mantralaya said: "There is no decision yet, but we are receiving delegations from all over the state in this regard."

A senior BJP leader told dna on the condition of anonymity that the state government favours clubbing four wards together to form one panel. The leader said: "This would favour the BJP as well as the Shiv Sena since we are in power and, when four wards are clubbed together, the criminal elements or single leaders who have clout in a locality can be eliminated with the help of the party's strength."

The civic polls for Pune, Nashik, Pimpri-Chinchwad and other cities (barring Mumbai) held in February 2012 were held with a panel of two wards clubbed together as a single unit. There were two candidates who won from every panel that was a representation of two wards. The same cities witnessed panels of three wards in 2002, while in 2007 the elections were shifted to the single-unit ward system. This was changed to two wards being clubbed together to form one panel in 2012.

Fadnavis has favoured the 'Prabhag' system, or existing panel system, but it is unclear whether the decision would be taken in favour of clubbing two wards or four wards together.

The government is also considering making a panel of two wards for the local bodies of Nagar Palikas. It is also likely that the election to the post of municipal council chairman would be held directly among the people instead of an indirect election involving the elected representatives.
