NSA-level talks: India was all set to expose sham of 26/11 probe done by Pakistan

Had NSA-level talks happened, Ajit Doval would have given his counterpart Sartaj Aziz handful proof to convey what a sham of an investigation Pakistan's FIA has conducted in 26/11 Mumbai terror attack in which out of a total of 27 charge-sheeted accused, 7 are in judicial custody and 20 have been declared proclaimed offenders.

The point number 4 in the dossier on terrorism lists gaps in the investigation on as many as 22 counts.

According to the dossier, the magnitude of 26/11 attack naturally indicates meticulous and long planning with various players playing different roles and all this being coordinated at one level. This big picture has not been stitched together by the FIA.

It failed to conduct investigations into Headley's activities for which a number of witnesses are available within Pakistan. It also did not take testimonies of Headley's friends, associates and family members who facilitated his travels.

The FIA did not incorporate crucial evidence available in the FBI investigation thereby rendering the evidence inadequate and while the period of conspiracy is actually between 2005-2008, the FIA has investigated it only from 2007 to 2008.

As per the dossier, the FIA did not investigate the role of Hafiz Sayeed who not only planned the attack in consultation with Zaki-ur-Rehman Lakhvi and others but was also monitoring the training of terrorists and also directly motivated them (Kasab's confession). FIA could have investigated Fazia Qutalah, wife of David Coleman Headley to get evidence against Sayeed.

The FIA also did not investigate the recce part that was done by Headley and handled by Sajid Mir, Abdur Rehman, Major Iqbal and Major Sameer. Similarly, the investigations also did not cover the beginning of the conspiracy, training, motivation etc. That took place at Muzzafarabad, Mudrike and Lahore.

The FIA also missed out on the investigation of trainers like 'Frogman' or Abdul Rehman as mentioned by Headley who were in-charge of the commando training and also conveniently left out the role played by the ISI thereby deliberately rendering the chain of evidence incomplete.

According to the dossier, the facilitators who arranged the stay, movement of 10 fidayeens from Lahore to Karachi has not been covered in the investigation. Besides, the role of Zabiuddin Ansari, who set up the temporary control room in Karachi has not been investigated along with others present in the control room.

No investigation has been done to find out the culpability of suspects like Nussar Javed, Abu Saeed, Saeed Engineer, Abu Anas, Abu Dujana and Abu Qahafa.

Moreover, the FIA did not investigate the funds provided to provide the first boat by the ISI and has not disclosed the sources of arms and explosives used in the attack.

The investigation agency also did not cover the fake Indian currency notes that were given to Headley from time to time by Major Iqbal for use in India.

Last but not the least, the FIA also failed to cover the nexus of Illyas Kashmiri and his outfit with LeT accomplices.
