Now, mark-based KRA's set for civic body commissioners

On the lines of corporate firms, the Devendra Fadnavis-led Maharashtra government has come up with the concept of marks-based Key Result Areas (KRAs) for all municipal commissioners in the state in order to make them more efficient and accountable for their respective cities.

The KRA carries a whopping 40 per cent weightage to Swachh Maharashtra Abhiyan, the pet project of Prime Minister Narendra Modi. The weightage is divided into two segments — 30 per cent weightage has been given to segregation and processing of solid waste while 10 per cent weightage to make the city open defecation free by October 2, 2017. The commissioners are expected to ensure at least 90 per cent waste segregation and composting of all wet garbage by March next year.

The KRAs already exist for all babus in Maharashtra since 2011. However, it carried a general description of key schemes so far. The new assessment scheme is quantitative. The appraisal of all babus including municipal commissioners are done by the Chief Minister and Chief Secretary offices, a senior government official said.

Now, annual performance of the commissioners will be based on their scores in each indicator specified in the KRA. "This will be reflected in their annual confidential report (ACR) as well," says the government resolution which will be applicable to commissioners of 27 municipal corporations, including Mumbai.

Other KRA indicators include collection of revenues (20%), initiatives to increase the revenue of the corporations (20%), implementation of infrastructure projects within stipulated deadlines (10%) and effective execution of Right to Services to citizens and time bound action on CAG, PAC, Courts cases and Lokayukta reports (10%).

However, the move has not gone down too well among the civic commissioners. "Every city in the state has some peculiar problems. Some corporations need to focus more on water management due to scarcity, while encroachment is the major issue for Mumbai and Thane. Stipulating common assessment parameters for all is irrational and won't help much," a municipal commissioner said on condition of anonymity.
