Notice of change issued for uniform ward office timings

The Brihanmumbai Municipal Corporation's (BMC) is planning to change the work timings of officers and labourers in 13 departments of all 24 civic wards who presently have scattered working hours. The General Administration (GA) department wants to make uniform work timings for all wards offices. The proposed timings are 10 am to 5 pm for officers, and 9.30 am to 5.30 pm for labourers. On all Saturday's the officers' work timings are 10 am to 1.30 pm, and for labourers are 9.30 am to 5.30 pm (for labourers of four departments up to 1.30 pm) is proposed. The objective is to improve efficiency in civic work at the ward level.

The notice of change has been issued to all 24 wards and the ward officers have to get back to the GA with their suggestions/objections on the change of timings, following which the final decision will be taken.

At present, officers and labourers in all wards have scattered office timings. For instance, the ward officer and his/her staff work from 8 am to 12 pm and 2.30 pm to 5.30 pm, while the labourers work from 7 am to 3 pm. The 13 departments the notice was issued to by the GA include maintenance, building and factory, gardens, health, shop and establishment, license, encroachment, colony officer, estate, complaint redressal, and inward-outward department

"Under Section 9A of the Industries Disputes Act, we have sent the notices to the wards. It came to our notice that the labourers work in the morning shift from 7 am, while senior officers come to office after 10 am. There is a gap in work timings where HODs are not available to keep watch on the labourers. The objective is to bring uniformity in all the departments. Notices have been given to wards and unions. They will come up with suggestions/objections, following which final circular will be passed", an officer from labour department said.

However, senior BMC officials feel that the staggered work timings are beneficial to the citizens. For instance, presently, the complaint officers arrive at the office at 8.30 am, if he arrives after 10 am, the office goers will find it difficult to meet him. Although uniform work timings will increase vigilance on labourers, some departments needs to work early mornings", said a senior official requesting anonymity.
