No action against editors: Privileges panel

The privileges committee of the Legislative Council on Friday recommended that no action be taken against then editor of IBN Lokmat Nikhil Wagle and editor of ABP Maza Rajiv Khandekar for making objectionable remarks against presiding officers, the chief minister, members of the legislature and the sovereign House.

The matter relates to an incident during the budget session of March 2013 involving traffic police inspector Sachin Suryavanshi. The breach of privilege was moved by Congress member Ashok alias Bhai Jagtap against Wagle and Khandekar.

The committee, headed by senior Shiv Sena member Neelam Gorhe, in its report tabled before the House on Friday noon noted that the two editors had made objectionable remarks about the incident that took place in the Vidhan Bhavan premises.

The committee observed that their remarks had definitely caused breach of privilege of the presiding officers, chief minister, members of the legislature and sovereignty of the legislature. Their remarks created an atmosphere of misunderstanding, maligned image and caused affront and insult.

The committee further observed that by their objectionable remarks the two editors had caused breach of privilege of the legislature and taking note of the gravity of the crime committed by them, the two are liable for punishment.

However, the two editors appeared before the privileges committee and apologised for the remarks that did not intend to harm anyone. While the committee accepted the freedom of expression in print and electronic media, it felt that this freedom should not be misused.

In the report, Gorhe stated that taking note of the cooperation offered by Wagle and Khandekar and the lenient view taken by Parliament and Legislature, the committee without keeping any mindset of vengeance and with largeheartedness, registers its strong displeasure but recommends that no further action be taken against Wagle and Khandekar and that the matter be closed.
