New rail projects bring goodies, but surcharge to hit commuters

The Rs 10,947 crore phase 3 of the Mumbai Urban Transport Project (MUTP) and the Rs 9,356 crore Virar-Panvel new suburban corridor will bring about a sea-change in the way Mumbaikars travel, but it will also come with a price on your ticket. Since the Railways is looking at a loan of around Rs 8,000 crore from the World Bank for both the projects, the repayment will have to be done by way of an extra amount called surcharge added to every suburban ticket.

“Currently surcharge component in a ticket is about 18-20 per cent. This we want raised to around 25 per cent but the effect on the commuter would not be very huge. The benefits of these projects would far outweigh any surcharge that the commuter will have to pay. The rest of the Rs 12,000 crore would be raised jointly by the state government and the Railways,” said Mumbai Rail Vikas Corporation managing director Prabhat Sahai. 

Both the projects have currently been cleared by NITI (National Institution for Transforming India) Aayog and the Finance Ministry and are awaiting the final nod from the Prime Minister-chaired Cabinet Committee of Economic Affairs (CCEA). The nod is expected to come by the end of November, a section of officials told DNA.

The MUTP phase 3 has projects like the Rs 2,618 crore Panvel-Karjat new suburban line, Rs 3,555 crore Virar-Dahanu adding two lines, the procurement of trains at Rs 2,899 crore and Rs 428 crore for the elevated connector between Airoli and Kalwa.

The Virar-Panvel suburban corridor has the potential to create a completely new urban agglomeration, much like Navi Mumbai.
