Road transport and shipping minister Nitin Gadkari, textile Minister Santosh Gangwar, spcial justice minister Thawar Chand Gehlot and urban development minister Venkaiah Naidu are expected to fly down to Mumbai for the event.
Prime minister Narendra Modi along with four cabinet ministers would come to Mumbai to lay the foundation stone of Dr Babasaheb Ambedkar memorial at the defunct Indu Mill compound on October 11. The event, however, is expected to be a closed affair where even media persons would not be allowed.

Maharashtra chief minister Devendra Fadnavis, along with other state ministers, governor, mayor and MMRDA officials will also grace the occasion.
To announce the prime minister's schedule for the day, two ministers of the Fadnavis government organised a press conference at the BJP office on Wednesday.
According to the schedule, the PM will go to Chaitya Bhumi at 4.25 pm and then reach Indu Mill (both at Dadar) around 4.50 pm for the bhumi pujan. After that, Modi will address a public rally in the evening at the MMRDA ground in Bandra Kurla Complex. Here, he would also perform foundation stone laying ceremony of two Metro lines.
Media — except the national broadcaster Doordarshan — has been barred from covering Chaitya Bhumi and Indu Mill events. "We would provide pictures and video footage to the media later in the day for which a private team has been hired," said an official from chief minister's PR department.
"Media can cover the BKC event though," added the official. The PM also has a meeting at JNPT in the afternoon details of which has not been made public.
