Kalyan Dombivli Municipal Corporation officials under police scanner in cheating, forgery case

Fifteen top civic officials from the Kalyan Dombivli Municipal Corporation (KDMC) will soon be under the police scanner for their alleged involvement in a 2013 cheating and forgery case in connivance with six local builders. The charges against them include issuing a fake death certificate of an already deceased person as well as using their clout to violate development control rules.

Fifteen top civic officials from the Kalyan Dombivli Municipal Corporation (KDMC) will soon be under the police scanner for their alleged involvement in a 2013 cheating and forgery case in connivance with six local builders. The charges against them include issuing a fake death certificate of an already deceased person as well as using their clout to violate development control rules.

In a recent order, the Kalyan sessions court directed the Bazaarpeth police station to investigate the case where the builders and KDMC officials allegedly used the fake death certificate to get a plan approved for a residential complex on a plot.

According to the Bazaarpeth police, a complaint was filed by Santosh Desaikar, a resident of Kalyan. Santosh alleged that the land in question was in the name of his grandfather Balu Desaikar. Civic officials had issued a fake death certificate which showed that Balu had died in September 2006, when he actually passed away in 2001.

In 2005, co-owners of the land decided to allow a developer to construct a residential complex on the plot. The owners, including Balu, then got into an agreement with prominent builders Jairam Nihlani and Prakash Pamnani. "Pamnani and Nihlani then sold the development rights to another builder, Anil Tharwani of Sai Homes construction company," said inspector B R Gadge from Bazaarpeth police station. "When the new developers approached KDMC for permission, they allegedly made a fake death certificate of deceased Balu Desaikar to achieve their ulterior motive."

Using the certificate, the developers forged a power of attorney to put up plans for the development of the plot. The certificate was used as proof to seek approvals from KDMC. All this while, KDMC officials from the town planning department were allegedly aware of the fraud. At each juncture, they overlooked the anomalies in the proposal and passed it for financial gain.

"By helping the developers and other accused, all the civic officials allegedly involved in the case cheated the government and also issued a completion certificate to the building," said the application made by the Bazaarpeth police to the sessions court.

Explaining the role of the KDMC officials, inspector Gadge said, "Investigations revealed that there was connivance of senior KDMC officials who had not carried out their duty."
