dna impact: Child panel intervenes in Bhandup rape case

Following dna's report on the 4-year-old Bhandup sexual assault victim wherein she claimed that three more of her classmates were raped by the accused, Maharashtra State Commission for Protection of Child Rights (MSCPCR) has decided to serve sou motto notices to the police and school. AN Tripathi, secretary of MSCPCR on Friday said, "We will issue suo motu notices to the police and school on Saturday. Sexual assault on a child is a very serious crime. We have to look into the lacunae in the case and also check on the other three victims. We will ask for details of the case from the police." Meanwhile, the child who was undergoing treatment at the Sion hospital was discharged on Friday morning. Also, the police have decided that they would record the girl's statement once again.

What action will the police take now?
"We have read about the revelation made by the victim to the doctors and reported in dna wherein she had claimed that three more girls from the school were abused by the accused on the same day. We would also examine the medical reports prepared by Sion hospital where the girl was taken for investigation and take action accordingly," said deputy commissioner of police, zone VII, Vinay Rathod.

Will the victim's statement recorded again?
The Bhandup Police will once again record fresh statement of the victim in much more conducive environment and seek more details about the other three victims too. "We will record the child's statement once again and will seek help from professionals to make child feel at ease so that she can tell us in detail what exactly happened on that day,"said DCP Rathod.

What had happened?
On December 9, a four-year old girl from Mount Marry English School informed her grandmother about pain in her private parts claiming that her school staffer known as 'Chote Sir' had done "indecent acts" with her that day. Initially the grandmother did not take the matter seriously as she feared social stigma, but the girl continued writhing in pain.

How did the matter come to the light?
The victim's grandmother during one of her discussions informed her neighbour about the incident. The shocked neighbour in turn informed an NGO. The NGO staffers then tracked the victim and convinced her family to approach the police in this regard. After the NGO and victim's family approached the Bhandup police on December 16, a First Information Report was registered and the accused Kesari Upadhyay alias Chote Sir was arrested the next day. Upadhaya was booked on charges of rape under relevant sections of Indian Penal Code and Prevention of Children from Sexual Offences Act. Currently, Upadhyay is in police custody till December 24.
