On the lines of Mumbai's Kalanagar, Sahitya Sahwas, Patrakar Colony and other colonies, CIDCO has come up with a tender for 20 plots for which MP/MLA/MLCs, journalists, artists, policemen, and state and central government employees can apply. The condition is that the application be made from co-operative housing societies. The plots will be leased to such societies for which the base price has been fixed. The application booklet shall be available from Thursday.

There plots are spread across Panvel, Nerul, Kharghar, Kalamboli, Sanpada and Ghansoli area. The biggest plot measures 3,890 square metre, for which the base price is Rs 1.70 crore, while the smallest is located in Sanpada and admeasures 800 sq m. It is being leased out at Rs 38.79 lakh. The cheapest in the lot is a 954 square meter plot in Kalamboli, for which the earnest money deposit is Rs 18.76 lakh.

The conditions to apply are stringent. They stipulate that no member of the proposed cooperative housing society can own a house in Mumbai Metropolitan Region, nor can his or her family, which includes spouse and children. The other condition is that the member cannot have more than two children. There are other rules such as the one laying down that the applicant should be a resident of the state of Maharashtra for not less than 15 years.

In case of a particular plot, where more than one society is found to be eligible, the allotment will be made by drawing of lots.

Repeated attempts to contact Bhushan Gagrani, Managing Director of CIDCO, got us no response. Manohar Shroff, Vice President of Navi Mumbai MCHI, said, "This is a good process. In earlier instances, land grabbers would benefit, as they would float fake housing societies, but this time, the process is clear and the rules are stringent. This will create clarity and it will benefit the public that does not have any house in the MMR region."

Bhushan Gagrani, vice chairman and managing director of CIDCO, said, "We earlier had the rule that anyone who has a house in Navi Mumbai couldn't apply but the state government changed it to MMR region, so that needy people get the benefit. This is an old system but because of certain reasons it was on the back burner. We have started it now."
