BMC's STP plan rots as ministries spar

The Brihanmumbai Municipal Corporation's (BMC) plan, worth Rs 6,000 crore, to set up sewage treatment plants (STPs) has been stuck for the past two years with the ministries of urban development and environment and forests, as they spar over fixing the discharge standard for treated sewage. This, despite repeated pleas by Chief Minister Devendra Fadnavis and BMC for an early decision.

BMC proposed to set up, in phases, five such STPs of 300 to 500 million litre per day (MLD) capacity at Ghatkopar, Dharavi, Malad, Versova and Bandra. The civic body, which has estimated a cost of Rs 2 to 3 crore per MLD, hopes to use the treated water for non-potable purposes. Civic chief Ajoy Mehta told DNA,''BMC is ready to float tenders the minute discharge standards are fixed.'' A state urban development officer confirmed that BMC is unable to kickstart its plan as the ministries are yet to come to a unanimous decision.

Mumbai needs 3,500 MLD of drinking water while 2,700 MLD is sewage which is released into the Arabian Sea — most of it untreated, threatening marine life and the coast.

The ministry of environment and forests has consistently held that the level of biological oxygen demand (BOD) and suspended solid (SS) in the treated water should be 10 mg per litre each. However, the ministry of urban development is suggesting a relaxed discharge standard, and separate standards for treated sewage that is released in the deep sea, and that which is released in internal water bodies.
