St. Andrew Road (ALM 56), formed in 2004, is a residents’ movement working towards ensuring good governance and timely delivery of civic, public and other services through collective interaction, co-operation and collaboration. Collectively, all of this is geared towards improving the quality of life and the environment, locally in the MCGM H/West ward, Bandra, and generally in Mumbai city.

Residents stand up for their rights and collaborate with other citizens (of other ALMs, AGNI, H/West Ward Federation, Celebrate Bandra, etc.,) on issues of public interest. Through constant liaison and follow-up, the H/West ward office, various departments of the MCGM as well as Municipal Councillors have been compelled to improve and maintain the infrastructure and provide better civic amenities such as encroachment-free roads and pavements, drainage and water supply. Additionally, issues relating to law and order and matters of effective enforcement of traffic and road safety are taken up regularly with the Mumbai Police.

Some of our notable achievements include:

  1. l Construction of the best pothole-free asphalt road that has even withstood the cloudburst deluge of 2005. This was done by obtaining MCGM contract specifications and by making building/ALM members responsible for supervising the road contractor and ensuring compliance with quality control standards during construction of the St. Andrew Road.
  2. l Providing valuable inputs to the High Court-appointed Road Monitoring Committee on enforcing high standards for construction for roads and storm water drains.
  3. l Formation of a Citizens Monitoring Committee for overseeing the Hill Road contractors’ concretisation work and adherence to contract specifications through proactive supervision by MCGM engineers.
  4. l Protection of heritage structures such as Parsi Agiary, St. Peter’s Church, St. Stanislaus School ground and St. Andrew’s Church cemetery.
  5. l Obtaining a ‘No Hawking Zone’ status for St. Andrew Road.
  6. l Development, improvement and maintenance of MCGM playground/garden (during a five-year tenure) on an ‘adoption basis’.
  7. l Educating members about various subjects such as capital value (property tax), RTI applications and making suggestions or raising objections to the Development Plan.
  8. An important factor contributing to the success of the ALM has been the regular meetings held on the third Thursday of every month and the recording of the minutes and the follow-up action.
