MbPT to lease out land for CGO complex, raise Rs 8,000 cr

Several government offices are in need for more office spaces, and now with land parcels available, there is a hope to keep such offices to south Mumbai itself

Mumbai Port Trust (MbPT) is likely to raise about Rs 8,000 crore by leasing out land parcels to central government organisations under the plan to develop its land on the eastern coast of Mumbai.

In the first phase of development, Central Government Offices (CGO) complex will be set up over 20 hectares of the port land, according to the first draft of the master plan of the proposed development submitted to MbPT.

“A total of 390 hectares of land will be developed, of which 100 hectares is readily available with us,” a MbPT official said. From this 100 hectares, 20 hectares will be utilised for setting up of the CGO complex. The port is spread over 721 hectares.

Several government offices are in need for more office spaces, and now with land parcels available, there is a hope to keep such offices to south Mumbai itself.

A final master plan being prepared by the consortium of HCP Design, Planning and Management - Pricewater Cooper-Unity Consultancy is expected to be submitted in the next six months or September 2017. There aren’t any plans to shut down port activities and around 200 hectares of space will remain dedicated for port operations minus the polluted cargo such as coal.

“Land would be leased out to the central government organisations, and after having monetized the land parcels, the same amount will be utilised to implement the port land development plan. The land parcels will be given out as per the prevailing ready reckoner rates,” said the official. It will take close to four years for the CGO complex to be ready.

The second phase would have townships and private office complexes, marina at Princess Dock, flamingo park, promenade, cruise terminal, cycling track grid, themed street, gardens, parks, cafeterias, water sports, adventure sports, etc. The ratio of green and open areas vis-a-vis concrete spaces would be 3:1.

Space has been reserved for a mass rapid transportation system, connecting this part of the eastern coast of Mumbai with the rest of the metropolis.

Kolkata Port Trust (KoPT) also has plans to lease out land for townships on public-private partnership basis. A clearance is yet to come in from the Union government for KoPT for inviting bids from private players. At the moment it is finalising a township policy on the lines of MbPT.
