Rajasthan resident prisoners arrested under Maintenance of Internal Security Act (MISA) and Defence of India Rules (DIR) under Rajasthan Loktantra Senani Samman Nidhi anywhere in the country will be eligible to get pension set by Rajasthan government. The General Administration Department (GAD) on Monday issued a notification in this regard after amending many sections of the existing Act. 

Now, MISA/DIR prisoners will be called Loktantra Senani as the government changed the name  ‘Rajasthan MISA, DIR prisoners pension rules’ to ‘Rajasthan Loktantra Senani Samman Nidhi Niyam’. The notification binds the collector to issue all prisoners’ identity card as Loktantra Senani, mentioning all facilities he or she is getting. Even on the occasion of Independence Day and Republic day, it will be mandatory for the collector to invite them as guest. 

Beside this, the department notification has made provisions to cover prisoners detained during Emergency, if any one is left out till date. According to the revised Act, the provision allows only the Rajasthan native to receive the pension. 

“Now, any Rajasthan resident prisoner detained anywhere in the country under MISA, DIR will get same medical allowances and pension. Also, those prisoners who have been left out from the pension scheme till date will be covered once they will produce an affidavit with a testimony of two prisoners. The affidavit needs to be attested by the existing or former MLA or MP concerned of the area,” says the new provision.

Under MISA and DIR, the prisoners kept in the jails during the emergency are entitled to get the pension of Rs 12,000 and a monthly allowance of Rs 1200. There are 1,050 registered prisoners listed in Rajasthan.

A cabinet meeting chaired by the chief minister Vasundhara Raje on December 11 gave approval to insert new section which was notified by the GAD on Monday. Earlier, cabinet sub-committee meeting headed by home minister Gulab Chand Kataria drafted recommendations in relation to the provisions.
