Mining Dupe: Mines dept to auction mines sans minerals

Despite well knowing, department is set to auction 25 quarries in Bhilwara that don’t have even a trace of mineral in them, a perfect case of duping both government and bidders

Corruption is continuing unabated in the state mining department. Taking both businessmen and the government for a ride, the department has included 25 quarries in e-auction despite knowing that there is no mineral in these mines situated in Bijolia area in Bhilwara district.

Principal Secretary Aparna Arora had asked all mining engineers information of mineral plots available in their area. Subsequently, information of mines under Bijolia mining engineer was sent to the directorate who in turn issued e-auction notice on Tuesday.

Let’s see how the officials in mining department have been deceiving the government through written communication between minister of the department, his personal secretary, director mines and a mining businessman.

The first letter was written by Ramprasad Vijayvargiya who is secretary of Uparmaal Pathar Khan Vyavsayi Sangh to minister Surendra Pal Singh TT. In his letter dated May 13,  Vijayvargiya categorically asked the minister for study of geological survey report regarding availability of minerals before including auction of quarry licence in Bijolia. “There is no sandstone,” he wrote.

The second letter was from minister’s PS Naresh Kumar Goyal to director mines. He too clearly mentioned that allotment of mines in Bijolia area without geological survey has ruined many people. Therefore, check the facts before including such plots in auction without survey.

Third letter was again written by Vijayvargiya to mining engineer of Bijolia asking him not to include mining plots where minerals are not available. If without ascertaining availability of sandstone plots are auctioned than businessmen and the government would suffer huge losses.

All three letters were ignored and the mining department issued notification for e-auction of 25 quarries in Bijolia without verifying availability of minerals solely on the basis of mining engineer’s report.

The mining officials never for a second thought about financial losses to be suffered by the people who will win bids for these mines. Thousands of big and small mining businessmen would participate in the auction. Those who get mines in Bijolia would be ruined but this will also have an adverse impact on the government’s image. People will think twice before applying for mining licence in future and if people don’t come forward to take mines, the government would suffer revenue loss as well.
