Bureaucracy in Rajasthan is facing an unusual crisis of inadequate manpower. As a result, bureaucrats are burdened with responsibility of more than one department. All India Services and state administrative service put together 66 officers have additional charge of 86 departments or posts.
The problem seems to be more of inefficient man management than shortage. About 132 officers out of 1400 are not available because they are on leave, deputation and training or simply not given any post.
The additional burden has derailed administrative system. The situation would have been worse if the government had not denied permission to Rajasthan cadre officers of All India Services to go on deputation to Delhi. Many seats against Rajasthan’s quota for central deputation have been lying vacant.
