Taking cognisance of tying of a youth to a vehicle by security forces in Kashmir, the State Human Rights Commission has sought a report from the police, saying using him as a shield was gross violation of the human rights.

An SHRC spokesperson, in a statement issued today, said Chairperson justice (retd) Bilal Nazki took cognisance of the matter and observed that using a person as a shield was prima- facie a gross violation of human rights.

He directed Budgam Senior Superintendent of Police to file a report with regard to the April 12 incident and asked him to explain under what circumstances such an incident has happened.
