In a memorandum submitted to Rajasthan Chief Election Officer (CEO) Ashwini Bhagat on Tuesday, a delegation of senior Congress leaders raised a demand to increase the time given for voters from the existing seven seconds to 13, so that the voter has sufficient time to make the decision. The delegation has demanded to conduct bypolls in Ajmer, Alwar parliamentary and Mandalgarh assembly constituencies with VVPT machines while ensuring model codes of conduct are followedstrictly.

"The party had received complaints of EVM machines being rigged during the Dholpur assembly bypoll. The party now demands installation of VVPT machines in Ajmer, Alwar, Mandalgarh to ensure transparency. Our demand is that the election commission increase the duration of visibility of VVPT machines showing the name of the candidate before the voter casts his/her vote. It should be 13 seconds instead of existing 7," said Susheel Sharma, general secretary with Rajasthan Pradesh Congress Committee, one of the members of the delegation led by former assembly speaker Dipendra Singh Shekhawat.

VVPAT is an EVM-connected verification printer machine, which allows voters to verify if their vote has gone to the intended candidate by leaving a paper trail of the vote cast. After the voter casts his or her mandate by pressing a button in the EVM, the VVPAT prints a slip of the name of the candidate visible to the voter from a glass case for seven seconds. After this it is put in the dropbox.

Rigged machines

The delegation in the memorandum alleged that during the previous Dhaulpur by-election the EVM machines were rigged, defunct and the vote was being automatically registered to the ruling party candidate.
