India has said that Islamabad's decision to raise the Kashmir issue at the United Nations is like 'Miyan ki daud masjid tak', and asserted that New Delhi — on the other hand — is focused on a progressive, forward-looking agenda during the UN General Assembly (UNGA) session beginning on Monday.

India also hoped that the UN would soon designate Masood Azhar as a terrorist, saying that "the clock is ticking" for him, and New Delhi will not sit idle till the Pakistan-based Jaish-e-Mohammed terrorist is brought to justice.

"We are visionary in our goals. If, on the other hand, there are other countries, who — as you say — focus on yesterday's issues, then they are yesterday's people," Syed Akbaruddin, India's permanent representative to the UN, told reporters.

Pakistan's foreign ministry has said that Prime Minister Shahid Khaqan Abbasi will raise the Kashmir issue when he addresses UNGA this week. Indian External Affairs Minister Sushma Swaraj will deliver her address on September 23.

"If they (Pakistan) focus on an issue which has not been on the discussion table in the UN now for decades... if this is what they want to focus on, so be it. It's like... miyan ki daud masjid tak," Akbaruddin said, referring to an Urdu proverb that roughly translates to people thinking within a limited focus.

He said the Masood Azhar matter is with a UN committee that should be able to fulfil its role in designating Masood Azhar. India has identified Azhar as the mastermind of the Pathankot terror attack in January, 2016.

"However, we would like to make it very clear, we will pursue Masood Azhar so that the ends of justice are met," he said in response to a question on India's effort towards terrorist designation of Azhar, which has repeatedly been blocked by China.

China in August extended by three months its technical hold on the US, France and UK-backed proposal to designate him as a global terrorist by the UN.

"He (Azhar) may try to delay this, but the inevitable will happen. So be certain about it. The clock is ticking for him. He will be pursued until justice is met," Akbaruddin said.

When a reporter asked what are China's objections to the proposal to list Azhar as a designated terrorist by the UN, he said, "You should ask them." The three-month validity of China's current technical hold is expiring on November 2.
