Haryana shocker: Top cop says rapes part of society

Indifference and apathy towards rape victims in Haryana was shown up once again on Wednesday. Even as Chief Minister Manohar Lal Khattar assured that there would be strict action against the accused involved in the alleged rape and killing of two minor Dalit girls in separate incidents, a top Haryana cop stated that "rapes are a part of society and have been there since forever," sparking mass anger on social media. The statement was made by the Additional Director General of Police (ADGP), Ambala Range, RC Mishra.

"It's part of society. Such incidents have been taking place since forever. Role of police is to probe, nab criminal and prove things. We're leaving no stone unturned to do that. We must work to stop such incidents from recurring," Mishra said.

In one of the incidents, a 15-year-old girl, who was missing since last Tuesday after she left home for tuition classes, was found near a canal at Budha Khera village in Jind district's Safidon town. She was found brutally assaulted, her private parts mutilated and some of her vital organs ruptured.

Anger grew on social media throughout the day against the comment. Delhi Commission for Women Chief Swati Maliwal did not attempt to tone down her feelings when she tweeted. "Sure. & thats why rapes will happen? BTW, whats the need of Police then if crimes will continue to occur? Why shud women pay taxes if state can't protect? Instead of ensuring greater police accountability & strict action, Haryana Police appears to b helpless & insensitive! Shame!"

Meanwhile, appealing to Opposition parties not to politicise such a sensitive issue, Khattar stated that measures were being put in place to ensure better security. He said that apart from Dial 100 helpline, a 1090 helpline would be set up which would cater exclusively to women. Khattar added that Haryana is in the process of establishing special courts for speedy trials in such cases to ensure timely justice to the victims.

"The state has already started a Dial 100 project. Soon we will also begin 1090 service, a dedicate helpline service for women," he said. The chief minister also stated that he has ordered increased police patrolling especially in crime-prone areas.
