Congress demands early debate on Guvs’ role

Raising the issue in the Rajya Sabha (RS) in zero hour, Congress leader Digvijaya Singh said he has moved a substantive motion under rule 168 on the conduct of Governors that amounts to “murder of democracy” and wanted to know when it will be taken up.

The Congress on Monday pressed for expeditiously taking up its substantive motion on the conduct of the Governors of Goa and Manipur in not calling the single largest party to form government after the Assembly elections.

Raising the issue in the Rajya Sabha (RS) in zero hour, Congress leader Digvijaya Singh said he has moved a substantive motion under rule 168 on the conduct of Governors that amounts to “murder of democracy” and wanted to know when it will be taken up.

On Friday, when the issue was raised by Congress under rule 267, RS Deputy Chairman PJ Kurien had advised them to raise it under the relevant rule on substantive motion that was specific to Governors’ conduct. Eager to take up the issue while it was still fresh, the Congress moved the substantive motion on Friday evening itself.

Kurien said the notice has been received and is under consideration. “As and when the Chairman considers it and decides on the admissibility, you will be intimated,” he said.

This was contested by several Congress members, including the leader of Opposition, Ghulam Nabi Azad, who asserted that there should not be any delay in such matters of importance.  The conduct of the Governors, Digvijaya Singh said, has gone against the established practice and Constitutional propriety and urged his motion be taken up expeditiously, otherwise “the urgency is lost”.

Charging the BJP with “committing theft by deceit”, Anand Sharma of Congress said, “They lost the election and they are sworn in as the Government.”

Law and IT Minister Ravi Shankar Prasad, however, said the phrase “murder of democracy” should not go on record, a plea which was vehemently opposed by the Congress and other Opposition parties, including the Left. “Murder of democracy is not an un-Parliamentary phrase and it cannot be expunged,” said Tapan Sen of CPM.

Sharad Yadav of JD-U also supported the demand for early consideration of the motion saying an impression has been given that when the issue first figured in the House on Thursday and Friday, it would be taken up on Monday. “If a notice is given, there is a procedure. The Chairman has to examine its admissibility,” Kurien said.
