Centre to make specialised course mandatory for IPS promotions

Currently, there is only one — mid-career training programme — common for both IAS and IPS officers

In near future, the IPS officers may have to clear specialised courses to reach the position of Deputy Inspector General (DIG), Inspector General (IG) and Additional Director General (ADG).

Working on 'promoting professionalism and excellence among police officers', a major takeaway in the last Director Generals of Police (DGsP) Conference held in Hyderabad, the Ministry of Home Affairs has decided to make the promotion to DIG, IG and ADG linked to the specialised courses the IPS officers undertake.

Currently, there is only one — mid-career training programme — common for both IAS and IPS officers.

"Once the system is introduced, it will be mandatory for the IPS officer at the Senior Superintendent of Police (SSP) level to undertake and clear at least one course to become DIG. To become IG, the IPS officer will have to undertake and clear two courses and for the ADG, three courses," said Union Home ministry sources.

It is being done to bring cutting edge to the IPS officers who then can be placed in sectors according to the specialization they have achieved. The posting as of now is done on the basis of commendation given in the annual confidential reports (ACRs) that may not reflect the true potential of the officer.

The National Police Academy (NPA) and Bureau of Police Research and Development (BPR&D) have been tasked to devise the modules and curriculum for the 15 odd courses like cyber crime, VIP security, intelligence, crime investigation, forensics, counter terrorism etc.

"We are planning to rope in various top institutes like NPA, National Forensic Science Institute (NFSI) and Institute of Defence Studies and Analysis (IDSA) etc. to impart course training to the officers. These will be short but intensive courses from 2 to 3 weeks,"said the source.

Along with it, the Ministry is also mulling to start degree courses in policing to improve the quality of police officers at the cutting edge level of Assistant Sub Inspectors (ASI).

"Will there be a separate college or university for policing degree is still being considered," said the source.
