There was no respite from the din in both the Houses of Parliament on Thursday — the ninth consecutive day — as opposition parties and NDA ally TDP continued to protest against the government on various issues. TDP was at the forefront of protests as its members tore papers besides shouting anti government slogans.

The government, however, managed to pass two legislations — Payment of Gratuity (Amendment) Bill and Specific Relief (Amendment) Bill — through voice vote in the Lok Sabha.

Moving the Payment of Gratuity Bill, Labour Minister Santosh Kumar Gangwar said it was a very important legislation for employees, especially women.

The Bill notifies the period of maternity leave as part of continuous service and proposes to empower the Central government to notify the gratuity ceiling from time to time without amending the law.

In the Rajya Sabha, though, the government failed to take up the Finance Bill and the Appropriation Bills, due to continued disruptions by stronger opposition.

In the Rajya Sabha, Deputy Chairman PJ Kurien urged the Opposition to take up the Finance Bill and Appropriation Bills, which were passed without debate in the Lok Sabha on Wednesday, members from TDP, AIADMK and Congress rushed to the well raising slogans and carrying placards.

Leader of the Opposition Ghulam Nabi Azad said, "No Bill can just be finished in five minutes."

Following Wednesday’s precedent, Payment of Gratuity (Amendment) Bill and Specific Relief (Amendment) Bill were passed in Lok Sabha through voice vote.

Not in public interest to disclose quantity of uranium procured: Govt

The government refused to disclose the quantity of uranium procured from mines in the country, citing public interest. In a written reply in Rajya Sabha, MoS Jitendra Singh informed the House that the Uranium Corporation of India Limited is engaged in mining and processing of uranium ore in the country.

Prasar Bharti Act doesn’t bar appt of IAS officers to board

The Prasar Bharati Act does not bar the appointment of IAS officers as member (personnel) on the public broadcaster’s board, Parliament was informed in reply to a query on whether the I&B Ministry had proposed the appointment of an IAS officer as full-time member (personnel) on Prasar Bharati Board in violation of its Act.

Shortage of 1,496 IAS officers in country

There is a shortage of 1,496 IAS officers in the country, Union Minister Jitendra Singh said. The total authorised strength of Indian Administrative Service (IAS) officers is 6,500 and the total number of officers in position on January 1, 2017 is 5,004, he informed Rajya Sabha. He said the occurrence of vacancies and filling them up are an ongoing practice.
