Addressing 'Parivartan Sankalp Rally' on the penultimate day of campaigning for the first phase of polls, Modi said Akhilesh has disappointed those who had high hopes of him and has "destroyed" the state in last five years. He also took a dig at SP-Congress alliance, saying, Samajwadi Party had stepped in a "sinking boat". "Is this poll about choosing a new government, or about electing a new CM? This election is about ending 14 years of exile of growth (vikas ka vanvas) in UP and replacing it with growth and prosperity," he said alluding to Ramayana.

In his nearly 45-minute address, Modi, who represents Varanasi in Lok Sabha, attacked the Akhilesh-led government on several fronts, including law and order, even as he made promises of "rectifying the wrongs" committed by the state government. "When Akhilesh came, we felt he is young and educated and will try to do some good. 'Par nirash kar dia, paanch saalo ke andar UP ka vinash kar diya (But he has disappointed us, destroyed UP in five years."

"They keep attacking me, and accuse that I have not kept promises. I tell you, I will give answer to the public in 2019, but Akhilesh government must answer to the people as it had ruled it for the last five years. "If you do no answer in Uttar Pradesh, who will you make it Uttam Pradesh," Modi said.

The Prime Minister also accused the SP government of "sheltering crime" and nursing "goondas" and "sitting blindfold" over corruption in the state. "Today, women fear to venture out after dark in the state. Young girls are scared of going to schools. "This evil has been sheltered by the ruling party leaders in the state. It is nursing the criminals.

The law and order has failed as powerful people with protection of the ruling party are controlling police in their areas," Modi alleged. "There is corruption in jobs, poor farmers and middle-class people's lands have been snatched away. There are 40,000 complaints registered under the Arms Act," he said.

If BJP forms government in UP, Modi said, "I promise you we will form a special task force to ensure that lands looted from farmers and middle-class people would be restored." "We have also been asking for CAG audit of irregularities in GDA but the UP governance has not agreed. Once we form a government in UP, we will ensure that GDA and other development authorities are audited," he said.

‘I can’t fight against the corruption in Uttar Pradesh while sitting in Delhi. In order to fight against corruption, Uttar Pradesh must remove the corrupt government,’ he added. Launching a scathing attack at Samajwadi Party, the Prime Minister further said the Uttar Pradesh ruling party has been sheltering criminals in the state, adding that the politically crucial state can become India's 'Uttam Pradesh' if people will choose the right government.

‘Samajwadi Party has been sheltering criminals and goons. He further said that rapes and murders are unaccounted for in Uttar Pradesh and the Samajwadi Party is neither worried, nor does it consider it their responsibility. "The Samajwadi Party, which has been in power for last five years, it is their duty to answer the people of Uttar Pradesh about the work they have done,’ Prime Minister Modi added.

Earlier, Rahul and Akhilesh Yadav looked to attack Modi over his storm remark. "As soon as Congress-SP joined hands, the alliance's storm hit the state. This storm will finish Narendra Modi, BJP, Mayawati and BSP," he told his supporters.

Earlier this week, addressing a rally in Aligarh, Modi had attacked the nascent SP-Congress alliance saying the BJP "storm" had forced Akhilesh Yadav to desperately seek the help of anything, "even a pole", to retain power.

Hitting back at the Prime Minister over the "storm" remarks, Akhilesh today said if there is any "aandhi (storm)" in the state, it is for making the SP-Congress alliance government.

"We are Samajwadi people. Even if there is a storm we will face it head on. We know how to paddle the 'cycle' (SP's poll symbol) through a storm," he said.

Referring to the 1857-Meerut uprising, Rahul told the gathering, "You taught the British a lesson." "People had fought to free the country of the Company Raj. But, today Narendra Modi is bringing a kind of Company Raj in India," Rahul alleged.

He again levelled allegations against Modi that he was favouring a few corporates. He claimed the government has waived "Rs 1.10 lakh crore" owed by the "richest 50 families" but "didn't give a penny" to the poor.

He asked the gathering if "Rs 15 lakh" as promised by the BJP during the Lok Sabha poll campaign has been deposited in their accounts and also if the youths got employment as promised by the Modi government.

In his attack on the PM over the "storm" remarks, Akhilesh said if there is any "aandhi (storm)" in the state, it is for making the SP-Congress alliance government.

"We are Samajwadi people. Even if there is a storm we will face it head on. We know how to paddle the 'cycle' (SP's poll symbol) through a storm," he said.

Akhilesh also attacked the BJP saying "the path it is trading" has "posed threat to brotherhood" and urged the voters not to elect the party.
