Adoption guidelines halve parents' screening choice to 3

Prospective parents looking to adopt, as per the new adoption guidelines, will now be allowed to refer to only three children, down from the existing six children, before they reserve for adoptions. The move, introduced in the Adoption Regulations 2017 by the Central Adoption Resource Authority (CARA), were notified on January 6, and will come into effect January 16.

As per the new guidelines, prospective parents will be able to access the profiles of up to three children online on the Child Adoption Resource Information and Guidance System (CARINGS) site. Parents who are senior in the list, depending on the date when they uploaded documents for registration at the CARINGS site will be given first preference. The details that a prospective parent can access online include the photographs of the child, the child's study report and medical examination report from one or more Specialised Adoption Agencies (SAA) through the CARINGS site.

If the parents like a child, they can 'reserve' the child within 48 hours, after which the SAA will initiate the adoption process. However, if the parents do not accept the reserved child, then they be relegated to the bottom of the list of prospective parents. In all, parents will be able to refer to a total of three children, down from the existing six children.

The move, CARA CEO Col Deepak Kumar says, will bring down the wait period for several parents. "There are many parents who lengthen the waiting period by waiting to look at six children, while we have several children waiting to go to a loving family," said Kumar.

Avinash Kumar of Families of Joy Foundation, who is part of the CARA steering committee that was in consultation in the drafting of the guidelines, is also an adoptive parents, and says that in his experience, the extended choice leads to complications. "Giving the parents the choice to choose from more options creates complications and pushes back the waiting period,"said Kumar.

In one referral, if there are more than one child up for adoption with a particular SAA, the prospective parents can access up to three children at one go. But, then they will have exhausted all their options. In some countries, like Canada, referrals are limited to only one child.
