Three districts have no sports facility under Directorate of Education

It stated that the DoE accorded low priority towards the development of sports facilities or activities in the city as it failed to finalise the Delhi Sports Policy as of now.

Of the 13 districts in the Capital, three don't have a single sports facility under the Delhi government's Directorate of Education (DoE), whereas six districts with 7.69 lakh students have only swimming pools in the name of sports infrastructure, apex auditor Comptroller and Auditor General (CAG) observed in its report on Tuesday.

"Three districts (North East, South West-A and New Delhi) were not having a single sports facility by DoE. West-A district was having four swimming pools and South and North West-B districts were having three each whereas six districts with 7.69 lakh students were not having a single swimming pool under DoE.," the report said.

The CAG audit, that covers the period from April 2014 to March 2017, highlighted that Rs 13.22 crore of the planned budget remained unspent during this period of time. "The DoE also did not surrender the unspent budget to Finance Department, GNCTC which lapsed at the end of the year," the report said.

It stated that the DoE accorded low priority towards the development of sports facilities or activities in the city as it failed to finalise the Delhi Sports Policy as of now. However, the policy was approved in 2008 following the National Sports Policy, 2001, and was subsequently amended in 2009 and 2011.

Against the requirement of 161 posts (101 sports coaches, 30 swimming coaches and 28 lifeguards), the DoE has deployed only 94 officials.

It further highlighted DoE's failure in delivering the cash incentives to sportspersons who have brought laurels to the state. "39 cheques of Rs 9.66 lakh for the year 2013-14 and 53 cheques of Rs 18.27 lakh for the year 2014-15 are pending," the CAG said.

The CAG report cited that the funds are released for activities under the National Service Scheme (NSS), that are fully funded by the government of India, during the 2016-17 as the DoE could not open a separate bank account in time, which was a prerequisite for the release of central assistance.
