DNA Exclusive | Rishi Raj was nominated by Satyendar Jain as dental council member

Despite denials, documents with DNA show the Delhi Health Minister had close links with Rishi Raj, the registrar Delhi Dental Council: CBi has arrested Dr Raj in connection with a bribery case

The Aam Aadmi Party (AAP) government which claimed that Delhi Health Minister Satyendar Jain has nothing to do, “even remotely”, with Dr Rishi Raj, the registrar Delhi Dental Council, could be on backfoot as documents suggests that Jain as well Delhi Chief Minister Arvind Kejriwal knew Rishi Raj and nominated him. 

Documents accessed by DNA make it clearly that Jain and Kejriwal knew Rishi Raj and nominated him as a member in the council in 2015 removing names suggested by then Lieutenant Governor Najeeb Jung.  

CBI has arrested Rishi Raj on Sunday after registration of FIR in a bribery case. During raids at his premises, the CBI found property documents, bank deposit slips of about Rs 2 crore and company documents belonging to Jain. After the raids AAP leader Nagendra Sharma, Delhi government spokesperson,on Sunday tweeted, “This is the latest attempt to frame Satyendar Jain. He has nothing to do, even remotely with the registrar in question. Till date BJP has miserably failed in digging out anything against Mr Jain.” 

When DNA again checked with Sharma on Tuesday, he reiterated his claims that they did not knew each other and “merely signing documents does not mean that they are acquainted with each other”.   

Contrary to him, documents stated that Jain and Rishi Raj knew each other. On January 27, 2015, then Additional Secretary Vasantha Kumar N issued a note on constitution and composition of State Dental Council. As per section 21 (e) of the Dentist Act 1948, three members will be nominated by the state government. Before that as per section 21 (a) and 21 (b) of the Act, election of eight members were already done. Anil Arya, Anil Kr Chandna, Deepesh Dhalla and Meera Verma were elected as as per section 21 (a) and Arish Kakar, Hans Raj Sachdev, Krishan Kakar and Parmanand were elected as per section 21 (b).

Also the council in its letter dated January 6, 2015 had nominated heads of dental colleges as per section 21 (c) of Act. The Maulana Azad Institute of Dental Sciences (MAIDS) head Mahesh Verma and the Jamia Millia Islamia Dental College head Ragini

Then Additional Secretary also stated, “As per section 21 (e), three members can be nominated by state government. Hon’ble Lieutenant Governor has nominated Dr Karbandha, HoD of Dental College AIIMS. Two more suitable candidates can still be nominated under this category.” There after the officer sought vetting from Delhi law department for approval and forwarded it to then Principal Secretary (Health) SCL Das who further referred it to Chief Secretary DM Spolia. The Chief Secretary forwarded it to Lieutenant Governor who suggested Gyandendra Kumar, Associate Professor of MAIDS and Harmeet Singh Lambah of Citi Dental Care and returned it to Spolia on January 31, 2015 who then on February 3, 2015 marked to Health Secretary. On February 11, 2015, the then Special Secretary (Health and Family) Madhu K. Garg sent it for legal vetting. On March 13, 2015, Principal Secretary law department after vetting forwarded it to Garg and then to Das for final approval.

By then Spolia retired as Chief Secretary on February 28, 2015 and IAS officer KK Sharma was appointed as Chief Secretary of the state. 

All of a sudden, Health Minister Satyendar Jain sought the file pertaining to nomination and April 15, 2015 nominated Vipin Mittal, Rishi Raj and Sarabpreet Singh replacing all the names suggested by Lieutenant Governor. Thereafter, Delhi Chief Minister approved the appointment on April 20, 2015 and signed the documents and sent for final approval to Lieutenant Governor who approved it immediately. As per the documents accessed by DNA, both Kejriwal and Jain knew the credential of the Rishi Raj.
