The Crime Branch from south Delhi has arrested an associate of Jarnail Singh Bhindranwale, who was killed by the Indian Army in operation Blue Star in 1984. The police said the accused, Gursewak alias Babla, 51, was allegedly planning to re-constitute the Khalistan Commando Force (KCF) in Delhi and was in touch with KCF Chief Paramjeet Singh Panjwad, who is in Pakistan, and other militants lodged in different jails across India.

Babla was held from NH-8 on Monday and a loaded pistol was recovered from his possession. He is involved in more than 50 sensational cases of terrorist activities, including murders of police officials, informers, bank dacoities, and robberies in Punjab, Delhi, Rajasthan, and Madhya Pradesh. He was declared Proclaimed Offender by the Patiala House Court.

The KCF was involved in several assassinations, including that of Punjab Chief Minister Beant Singh in 1995. It, however, split into factions later.

Joint Commissioner of Police (crime) Praveer Ranjan said Babla was lodged in Tihar jail for 18 years. There, he contacted his kingpins in Pakistan and asked to supply arms and ammunition, including AK-47 and explosives, for a big terror attack in Delhi. The conspiracy, however, was nipped in the bud, when on July 9, 1998, the Crime Branch arrested two terrorists from Punjabi Bagh and recovered 18 kg RDX, an AK-47 with 100 cartridges, two pistols with 5 magazines and 130 cartridges, 8 hand grenades with 10 fuses, 4 ABCD timers with batteries, and detonators from their possession.

Then in 2004, Babla fled while being taken to the Tis Hazari court by Punjab Police. Just a week later the Ludhiana Police arrested him and he remained in jail till 2010, before coming out on bail. He then changed his residence and did not appear for trials, following which he was declared a Proclaimed Offender by a Delhi court, Ranjan said.
