Govt trying to make RWAs redundant, allege citizens

Residents in the Capital have alleged that the AAP government is trying to replace the bhagidari system with their mohalla sabhas

Various resident welfare associations (RWA) in Delhi, registered under the bhagidari system, are having a tough time in addressing the civic issues at the local level. Residents in the Capital have alleged that the AAP government is trying to replace the bhagidari system with their mohalla sabhas.

"The government is completely neglecting us and wants to replace our system with the new concept of mohalla sabha. Though the request for the mohalla sabha has been rejected by the L-G, still the focus from our system is missing," said BS Vohra, president of East Delhi RWAs Joint Front.

"The government made promises for empowering the RWAs in their election agenda but after taking the office, they have sidelined us which is not helping anybody. Instead of creating a new concept, they should have continued this for the benefit of all," added Vohra.

Bhagidari system was started in 1998 to create transparency and accountability in the administration by promoting the citizen participation through the RWAs. The then CM, Shiela Dixit, created a new block to look after the bhagidari system.

"There were regular meetings of bhagidari, almost every month, and we could present our issues in the meeting with concerned officials. They used to hear us and solve our problems. But now, no such meetings are happening," said Anil Aggarwal, member of J&K block, Laxmi Nagar RWA.

The last meeting of bhagidari was held on October 18, 2014, and since then the RWAs are facing problems to work. The AAP government has not called any meeting for interaction with the registered RWAs.

"The previous government in Delhi made this system very strict and took all possible measures to make it function well but now the citizens are suffering because of no direct connection with government," said Devender Pupil, secretary of L block RWA.
