The minister, in the meeting, directed officials of the Delhi Pollution Control Committee (DPCC) to ensure that there is no dismantling and recycling of the E-Waste.
Delhi Environment Minister Imran Hussain on Tuesday took stock of the compliance with E-Waste Management Rules in the city. The rules had come into effect from October 1, last year.
The minister, in the meeting, directed officials of the Delhi Pollution Control Committee (DPCC) to ensure that there is no dismantling and recycling of the E-Waste.
The electronic waste includes waste from electronic items, including discarded mobile phones, refrigerators, computers, television sets and electronic entertainment devices.
As per these rules, every producer of the electrical and electronic equipment can apply for Extended Producer Responsibility (EPR) for handling and managing the E-Waste.
EPR is an authorisation given by the Central Pollution Control Board (CPCB) for collecting and managing the E-Waste. This authorisation is given for five years and for obtaining an EPR, a producer is required to submit a detailed plan for the collection of the E-Waste, mode of collection, details of collection points and agency responsible for such collection.
The DPCC officers informed the minister that till date the CPCB has given EPR authorisation to 47 producers from Delhi. The environment minister also reviewed the working of Construction and Demolition (C&D) Waste Management Rules, 2016.
"The new Rules are aimed to check indiscriminate disposal of C&D waste and enabling the channelization of such waste for re-use and recycling. The purpose is also to promote public's participation in the scientific management of this category of waste.
This waste could be used for composting, high calorific waste could be used for producing energy; steel and concrete could be re-used as well. A policy for C&D Waste Management Rules is under preparation with Urban Development Department of Delhi Government. The role of the DPCC will be to ensure that facilities which are granted authorization for C&D Waste processing, comply with various environmental laws and prescribed norms in this regard."
