Taking cognizance of a criminal complaint filed in West Delhi’s Tis Hazari Court on Friday, the Delhi Police has initiated a preliminary enquiry (PE) into allegations of corruption leveled against Delhi Chief Minister Arvind Kejriwal and Surendra Kumar Bansal, his brother-in-law.

In the criminal complaint Rahul Sharma, founder of Roads Anti-Corruption Organisation (RACO) which claims to monitor civil works, alleged the CM, Bansal and one government official were involved in irregularities in grant of contracts for roads and sewer lines in the national capital.

Sharma has accused Bansal and PK Kathuria, the government official who was then posted as the executive engineer PWD (Delhi), “for the offences of fraud, forgery, corruption, cheating and other substantive offences in order to defraud the government treasury to the tune of more than Rs. 10 crores of rupees.”

Sharma states that in 2015-2016, Bansal obtained a contract through his company and various other dummy companies for the PWD works which were allegedly never executed despite which payments were cleared.

The petition filed by advocate Kislay Pandey, adds that the CM wielded his influence to manipulate bids and the technical marks thereby awarding Bansal the work at a rate 46 per cent lower than the genuine
market price.

Sharma cited certain documents in his allegation to point out alleged “deep rooted corruption involving the PWD officers.” The documents, Sharma alleged further prove that “no materials were actually purchased and documents in this connection have been concocted and forged by the culprits.”

Following his allegation, Sharma prayed for the registration of an FIR against the accused party under the relevant sections of the Indian Penal Code (IPC).

Meanwhile, in another blow to the issue-ridden CM, Karkardooma District Court in East Delhi directed Delhi police to file an ATR (Action Taken Report) on another complaint seeking FIR against him for allegedly misleading people by stating that Municipal corporations did not come under the ambit of the state government.

The complainant Brijesh Shukla submitted in court documents purporting his claim that the AAP-led government had spent more than Rs 42 lakh vide advertisements in 20 newspapers, which were allegedly misleading.
