Delhi government to turn slum clusters into ritzy residential colonies

As part of their slum rehabilitation programme, the Delhi government's Delhi Urban Shelter Improvement Board (DUSIB) department has decided to develop four slum clusters on a pilot project basis. Officials say that the city's slum clusters will soon be developed into swanky residential colonies.

The slum will be developed on in-situ basis, meaning the colonies will come up with 0-5 km area of the slums.

Sources said that while the slums at Sangam Park will be the first ones to be developed, the department is also working to develop slums in Tagore Garden, Sultanpuri and Tilak Nagar (Close to Subhash Nagar.

The colonies will be equipped with elevators, marked parking space, parks and medical clinics and schools.

"The first project has been undertaken at Sangam Park slum cluster and we will construct approximately 600 shanties. The project will be constructed in phases wherein, we are trying to ensure that people are not displaced from their livelihoods. Therefore, some shanties will be demolished and construction of towers will begin at the same place," said Bipin Rai, expert member, DUSIB.

He added that Sangam Park slums will be developed as multi-storey residential complexes with multiple towers of seven floors each.

The project at Sangam Park is estimated to cost approximately Rs 70 crore.

A DUSIB official added that while multiple state rehabilitation policies were studied before finalising the project, the department has ensured long term maintenance of colonies as well.

"We have carried out cross-country studies for the project, to ensure that the rehabilitation is successful. It was found that many states merely constructed the house skeletal and left out basic facilities like proper water and sewage lines, electricity connections, which led to a complete rehabilitation failure," said an official.

He added that the government has ensured that there are proper basic facilities and additional amenities like elevators in case of high rise towers, playgrounds for children, and parking space not merely for vehicles but also for vendor carts and cycle rickshaws.

"We figured that most of those living in slums are daily workers or hawkers or cycle rickshaw pullers and after shifting they would require space to park these. Hence, special provisions of parking were made. Similarly, space has been allocated for schools and clinics also," said an official.

The department meanwhile has also decided to open a CORPUS account in the names of the project colonies to help maintain the services of every colony. "The total amount collected by the government as payment for the houses will be deposited in bank accounts, which will be used to maintain facilities like elevators, parks and parkings, among other things," said an official.
